The 2026 federal budget paper lists RM 2.8 billion for Kuala Lumpur transport and drainage upgrades, with the first tranche of tenders expected to open in September. The legislation states that quarterly compliance reports must be filed with the Ministry of Works starting in the fourth quarter of this year.
Local advocates note that the residency requirement could shift hiring away from contractors who previously drew workers from surrounding districts. The government says the policy will increase on-site training programmes run through the Human Resource Development Corporation.
Parliament is scheduled to vote on the bill before the August recess. If passed, the first contracts incorporating the new clauses would be awarded by October, according to the ministry's published timeline.
