Residents in Sentul, Kepong and Bukit Bintang will see the first changes when quarterly notices arrive in December 2026. A single-storey terrace house valued at RM450,000 will move from the current 6 percent rate band to a recalculated figure based on 2025 market data, with the legislation stating the new amount is payable from 1 January 2027.
The council budget paper records that the revisions are projected to raise RM48 million in additional revenue for the 2027 financial year. This sum is allocated to existing line items for street lighting upgrades and monsoon drain desilting rather than new programmes.
Policy analysts say the timeline allows owners a six-month window to check their new valuations before the first payment is due. Appeals must be lodged with the assessment division by 28 February 2027 under the same rules that applied in the previous cycle.
Implementation Timeline
DBKL valuation teams will finish field checks in the remaining 11 zones by the end of November. Printed notices will be posted to the last recorded addresses of owners before the December billing run begins.
